Duties Description The incumbent of this position will report to the Senior Marine Services Representative, located in the Marine Services Bureau, Albany Office, Albany, New York. The incumbent will manage the New York State buoyage system on Statewide waterways, develop, manage and deliver the B.O.A.T (Employee Boat Operator and Training Program) and the Asset Inventory and Surplus (AIS) program. Duties and responsibilities include, but are not limited to:- Management of the NYS Buoyage System including installation, maintenance, repairs, and removal.- Collaboration with multiple stakeholders including the U.S. Coast Guard, Army Corps of Engineers, as well as various lake associations and private marinas to ensure navigational aids are appropriately placed.- Interpret and implement applicable sections of the Code of Federal Regulations to ensure standardization of buoyage utilized throughout NYS waterways.- Read and interpret navigation charts to accurately place 2600+ buoys and other navigation aids in assigned waterways in accordance with the "New York State Guidelines for the Placement of Aids to Navigation".- Train personnel in U.S. Coast Guard and agency safety requirements for use of equipment and operation of vehicles, trailers, boats, etc. - Coordinate travel, including documentation, to various statewide waterways.- Ensure vessels, trailers, vehicles, and other machinery are utilized and maintained in accordance with policy- Fabricate cement anchors and counterweights using proper mixing ratios and bending/cutting of rebar.- Supervise operation of the two Navigation Aids warehouses, grounds, and fleet.- Development and management of the Boat Operator and Training (BOAT) Program from OPRHP employees.- Collaborate with the Health and Safety Bureau to align materials, record-keeping, and certificates earned with current internal OPRHP trainings.- Collaborate with Park Managers and Regional Safety Managers to assess their training needs, including number of employees needing training and schedule optimization.- Prepare and assemble training materials including A/V equipment, operational vessels, secured training areas on the water, lecture materials for the employees and proper classroom space.- Maintain appropriate documentation and recordkeeping procedures to properly manage the training program.- Management of the Marine Services Bureau Asset Inventory and Surplus (AIS) Program which includes identifying aging assets, coordinating transport of assets, and completing appropriate paperwork- Work closely with OPRHP Fleet management to ensure proper documentation and record keeping- Compiles monthly credit card statements and equipment use reports for operations. - Prepares budget for Navigation Aide Unit NPS (Non-Personal Services) needs.- Monitors budget expenditures on a regular basis - Prepares weekly, monthly, and yearly work schedules and schedules and assigns work to employees as required.
Minimum Qualifications Six years of administration (business, personnel, finance), capital or operational planning, recreational programming, public relations/visitor services, or maintenance experience that must also include: Two years as a supervisor; and Two years of experience in operating or maintaining motorized vessels, which must include reading navigational charts, operating GPS equipment, or maintaining buoys or boat engines; or maintaining docks or marinas; and Possession of valid U.S. Coast Guard Merchant Mariner Credential such as an Operator of Uninspected Passenger Vessels (OUPV), or higher, for a minimum of two years; valid OPRHP Joint Pilot and Engineer license, or higher, for a minimum of two years; and Completion of NYS Safe Boating course.College education may substitute on a year-for-year basis for up to two years of general (non-supervisory) experience; a bachelor's degree or higher in a related field may substitute for four years of general (non-supervisory) experience. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U. S. Department of Education/U. S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency.
